You can go to most parts stores and purchase a device that plugs into the cars on-board computer system under the dash. It records all sorts of neat info on how the car is being driven. It won't allow you to alter the specs of the car but just monitor her driving habits. When she is not looking un-plug the device and attach it to you PC and dowload the data. You will then be able at least speak to your daughter about bad driving skills and habits and she will know you are informing yourself about these issues.

If the car has a factory speed limiter then it may be possible. I know in the past people have used custom computer chips to raise the limiter...I don't see any reason it couldn't be done to lower the limiter. Ironically to get one of these chips you'd have to go to a speed shop...anywhere that has the ability to burn a chip. If the car doesn't have a factory speed limiter, you may still be able to burn a chip to lower the rev limiter in overdrive. Just figure out what rpm the car would be turning at a given speed and see if you can't limit it to that rpm in a particular gear. You might contact the good folks at Superchips or Diablosport and see what they have to see. Hope this helps.

Most cars come with a governer used during the run-in period. These days the run-in is done even before delivery. The governer is typically set at 90kmph or a little lower than you want. You should check with your service station if they can source one for you from GM.

The simplest way is to mechanically block the accelerator pedal from going down fully, The next would be to down size the fuel jet. One other way is to fix a speed governor which will give an alarm and record over speeding. The best way however is to educate your daughter.
