1. Get your dog to enjoy tugging. Start from scratch : use a paper bag with some pieces of liverwurst or other high-value treat and snake it around on the floor for your dog to get. The paper bag will rip right open, and your dog will get a big reward for playing with you. Do this a few times, then move to using an old sock with holes in it (still very easy for your dog to get a big payoff for interacting with you). Do these things for a while and be sure to never shove stuff into your dog's face - always present the sock or tuggy toy by pulling it away from your dog. Make him chase it and even get the rewards while moving.
2. So now you have a dog who will play with you and looks forward to playing. This is the time to introduce the ball (you might want to get a ball on a string like this : http://cleanrun.com/moreinfo.cfm?Product_ID=1141 )
If you need to roll the toy in liverwurst to get the dog interested in it, so be it. Keep the toy close to your body and make it very fun and rewarding to play close to you. When it's time to start throwing the ball, keep it very close to your body. Use a part of your house that has a corner and throw the ball into the corner - the dog will be most likely to turn right around and return it to you.
Good luck!

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/l1qO8
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

do what i did throw something and tell him fetch and walk over to it and show him and walk back and give him a treat then trow it again but not far and tell him fetch and when he goes over to it then tell her good and give her a treat and keep working that way but she might be the type who just hates fetch. try agility training or go on jogs every morning and get her to go with you!

Easy way to exercise her is take her for a run with you. But if you want to encourage her to fetch..try petexpertise.com they sell a cloth frissbee toy (under treat dispensing toys) that has velcrod pouch..so you show the dog the treat, stick it in the pouch, than throw. When it brings it back you open pouch and give treat to dog. The velcro is pretty sturdy by chewing terror of a younger dog learned how to play fetch the frisbee with me and could never get the pouch open. My older dog never cared to chase it.

If a dog is not genetically gifted to retrieve, then it will not. It may do it once in a while but it will not do it consistently. There are dogs that live to retrieve, and it does not matter what breed they are, and there are dogs the will not. Do not feel bad and do not force the issue, just enjoy your dog with what she offers. That being said, there are ways to train a dog to retrieve, the most popular one called "forced retrieve" but it does require alot of expertise and it is not worth being used on pet. Good luck with her.

Maybe that is because he is a Shephard and not a Retriever. Try throwing ten balls out and see if he tries to herd them all togeather ;)
