If your suggesting that one of them IS a forum, then that would have to be the legislative branch, but I don't know that any of the three actually are considered a forum for the PUBLIC to express its views.

Not many definitive answers? Try this, there are NONE, and if you complain too loud you will somehow be included in it, as a defendant.... Just like in the old USSR... You just haven't been taught that part of life in this United States in our liberal socialist public school system.
