Although I am not an expert in the feild of cats or any other animals for that matter, but I would have to say that a cat meow's for the same reason why we talk. They meow when they want something, when something is wrong or if they just want attention. The longer you own a cat the more accustomed you will become to hearing it meow and will be able to tell what your cat wants. Some cats meow more than others (mine never shuts up) it is like having a baby and when the baby crys you can tell what is needed by the type of the cry. So in closing that is why cats meow. Well in my opinion anyway.
