The fact that your dad and his dad are friends may make it easier to strike up a conversation with him. Chances are, you'll know more about him. What does he like? If you have any "inside" knowledge about him, now's the time to utilize it.
Whatever the case, by all means, say hi to him. I think you'll be glad you did. :)

you:so hows ur dad doing
him: he's fine i guess, been kinda busy lately though
you: oh, my dads been he same too. anyways i just stopped by to say hey, so i guess i'll talk to you later then
him: yeh definetley, c you around
Start of with that, you need to get a conversation going before you can just blurt out that you like someone. so talk to him everyday with little mini conversations and slowly you should feel comfortable around him in no time. just dont be shy, look comfortable and confident. hope it helps
