Interesting question. People seem to be more often prt of a herd than not,yet I believe that people try to touch paint even if you tell them its wet because there is a chance it might not be..they need to prove to themselves before taking someone elses word for it.For once(in this case)people actually take the advice of our most reknowned philosophers and doubt what they are told,or see. Maybe thats because theres not much risk involved in touching wet paint/lives will not be altered/worlds will not be shattered. A secondary reason may be that touching wet paint feels good.

excellent question! and it is the enigma of the ages...i tell people that the paint is wet all the time, and stand back and watch them go right up to what ever it is that i just painted and touch it...then look around for something to wipe their finger off with...sometimes they even watch me paint it, and then i say leave it alone for an hour (or 4 or 6 depending on what kind of paint i have used), and they will walk right up to it and touch it to see if i'm being honest or something.
one time it was a specialty finish, a "gun-metal" finish that i had mixed myself from my own colours and materials and powdered pigments, (and not something that i can "just touch up"), and the fool watched me do the work and asked me how long it would be before it dried, and when i told him he said o.k. and walked up to it and touched it...this is why i have no hair.

Water is always wet, in its natural state water is wet. As ice it has a wet surface but is a solid. As steam it is wet but in a gas state.
Paint is either wet or dry, but all humans doubt what they are told they need too prove something to themselves. Hence they "Test the water"

Because essentially a sign that says "Wet Paint" is saying "Do not touch". That's far to big a temptation to put in anyone's way!

Water will always be wet. It is possible for paint to not be wet. Curiousity takes place.

Water is ALWAYS wet, if its not, its not water. Paint however can be wet OR dry, and who knows, you might be lying about it being wet.
