I can't seem to get the address bar under the Menu Bar (File Edit View etc...)

No, there is not any thanks to pass the Menu Bar above the address Bar in internet Explorer 7. the actually thanks to pass toolbars is to unencumber the device bars (like once you enable Menu Bar) and pass them round. inspite of that, you could't pass the Menu Bar above the address Bar. Sorry!

I guess IE7 does not allow moving the bars around.

I recommend get a better safer browser like Opera(www.opera.com). It has the best security track record.

right-click the top bars there. if there is a check there, hit lock the toolbars, once it's unchecked drag them wherever you want it
