Okay, so he didn't phrase the question as, "Do you wanna have sex?" I believe he said, as he was kissing my neck, was, "Babe, if you're not still mad at me, can we have sex tonight?"

You didn't answer him. Your actions could have meant that you wanted to do that instead of sex. Women are so contradictory that a guy can never assume anything with them. Even when they say something they can't be taken at their word because they might just change their minds a minute later. If it turned out that you didn't want sex, then what you were doing would be just getting him all worked up.

Most of them are clueless, but I think sometimes they just don't want to play games. In this case he may see it as a mind game and wanted some no doubt answer. (This can be frustrating when you're caught up in the heat of the moment and not exactly sure what the response really is on the other person).
