the tv has colored rings. I would like to make a demagnetizer to keep at home.

Actually, you should leave it off overnight. It needs to completely cool down. There is a component in there called a thermistor which will allow current flow through the degaussing coil but only when it is cold, ie at first turn on. If the thermistor is ok, it will degauss just fine when its cold, but if the thermistor has developed cold solder connections, it won't work at all, and will need to get resoldered. Also, if the magnetization factor which caused the color impurities was fierce enough, it can cause irrepairable damage to the actual CRT (shadow mask), in which case there is no fix. A strong mechanical shock, like someone throwing a shoe at the screen, can also damage the shadow mask.

Ok this had happened to me before. If what I tell you doesn't work you will need to take it in for repair. I can only imagine that you have a little kid or put your speakers way too close to the screen.
Simply.....unplug your T.V. and leave it completely unplugged for about 10- 15 minutes...when you plug it back in it should be fine. If the rings are not gone you can try it again for a little longer. This really should do it.
