Because its harder to get leverage and balance. No worries as you get better at it your lifts willl increase as well.

No, some people with back problems or other health conditions shouldn't 't use a Swiss ball. The reason that you can't use as much weight on a "Swiss Ball" is because you are training your body under unstable conditions (you kind of answered your own question within your question). Your utilizing your core muscles which takes more emphases. Until you strengthen your muscles in your core area, you will be using less weight. Once you've mastered and strengthened your muscles, you WILL be able to increase your weight. If you mastered it, then you could probably do the same weight that you could on a free bench, although I wouldn't recommend it!

Thats because when using a swiss ball you are focusing a lot of energy on your stabilizing muslces instead of whatever your target area is. I love using the swiss ball for dumbbell presses. Normally I can do 90's on each arm but with the swiss ball i can only get 70's. It is much tough becuase you are not only trying to expend your energy on getting the weights up, you are also trying to keep your torso evenly balanced on teh ball, which is tough.

Probably for the very reason that the swiss ball isn't stable and you're expending some strength and energy to stabilize yourself as well as lifting- even if you're not using the same muscles. as for not using one- do you have any sort of excess discomfort or pain in using one? if not I think you'll be ok...
