One of my boys does that. The vet told me that it was a grooming reflex. When you rub him on his back near the rump, he starts licking my arm vigorously and nipping with his teeth. He is looking to clean the partner who is cleaning him. The bites are not hard, and they are intended to scrape dirt and parasites off.
Unless your cat starts growling or grabs you with claws extended and bites hard, it is probably nothing serious and can even be amusing.

I can't tell you why, but I do know that it's normal. All of the cats I've ever interacted with do it as well. I read one website referring to it as "the elevator spot," which I think is an appropriate name!

If she isn't spayed. Sounds like she's going into heat. If she isn't spayed male cats can detect this and will try to get to her. And her to them.
If she's in heat most vet's wont spay them until the cycle passes.
If she is spayed, it probaly just feels good.

my cat does that when i scratch her back. im not sure wuts up, maybe she's ticklish

Well, is she spayed? If not, you're basically ''arousing'' her.
