Belief is a hopeful investment in non-intuitive concepts, with the understanding that the world would be better if more people believed in such concepts. If life is cold, bitter and unsatisfying, the promise of enlightenment creates an anticipation of relief, or at least consolation and understanding, if only one saw through the right eyes.

Doubt is the realization that what one believes is not being supported by the surrounding evidence. Life is not better, wrongs are not being righted, faith leaders are behaving inconsistently with the message they preach. At some point, the believer compares his viewpoint with a non-believing one and finds no difference.

Belief requires supporting evidence, not empirical experiments but faithful witness. One has to be able to see that the viewpoint "works". If the "truth" is not demonstrated in the acts of other believers, if inner peace never comes, or if nagging questions are put off indefinitely by spiritual guides, faith is in danger of looking like gullibility. There has to be a difference one can feel.

Satan makes them doubt and it is God who makes them believe, through His Holy Spirit.
Jesus says "No one can come to Me unless the Father draws him and I will raise him up on the last day" John 6:44

And Satan is called the father of lies- he brings much doubt to people because he will do anything to keep them away from the word of truth- which is Christ Jesus.

1 Peter 5:8

uncertainty makes one doubt belief in knowing helps people believe.

Doubt is the product of ignorance and the lack of courage being ones god. Belief (understanding) comes when God is God.

I think people doubt God's love in large part because of some of the people who claim to follow him. They are quick to point out fault and punishment but rarely mention God's longing to give and receive love with every individual.
My drug councilor said that God the only way to recover and so I thought I'd try it. Then I had a revelation of God's love for me personally. My grand father brought me a bible to rehab and told me to read John and read it as if written to me personally and pray to God for understanding and as awful as I felt about myself after reading that book I was crying and I realized that not only had God revealed His love for me to me in doing so He gave me a love for me. You know the commandment of loving others as yourself is impossible to fulfill when you don't love yourself.

Doubt = looking for proof and not convinced by what they see
Believe = proof is evident all around

I think insecurity accounts for both. However, that being said, some people are not "doubters", they are just unable to believe.
