It's your responsibility to review your monthly statements so I'm not sure why you had to call to find out about it. Assuming you're referring to a check issued to you that you deposited into your account which was not paid by the maker's bank then your recourse is not with your bank or the maker's bank but with the maker who issued you the check. It's typically just a civil matter in the U.S unless the maker committed fraud of some sort in which case it could also be a criminal issue...contact the individual/company who issued you the check and have them send you a cashier's check for the amount of the original check plus any fees you were charged by your bank. If that doesn't work your recourse is to sue the maker.

What do you mean by "canceled"? I assume that bank is not in the US. Do you mean cleared, as in, it has been processed through your account, if it was a check you wrote? I can help with the question if I can understand what you mean by it, I am a credit union manager in the US, I am not familiar with what you mean by canceled.
