The best before date actually has nothing to do with the water.
This is the date at which the plastic bottle will start to biodegrade. You may notice that the water will start to taste a bit different at or shortly after the use by date.

because like any water it goes stagnant over time if it isnt continuosly moving and being oxygenated. if you ever goto a dam you sometimes see atthe botom of the dam wall a jet thats sprays water into the air in a fan. this is to oxygenate the water from the bottom off the dam allowing fresher water to circulate in the dam and this freshly oxygenated water to flow down the river. you dont get this in a bottle widgets are uniquely in beer cans only at the moment!

when exposed to the air bacteria gets in.Tap water is chlorinated to stop this.Once bottled water is opened use within 2 days or risk being on the toilet for the next week

bottled water goes rotten when microbes get to it. Microbes dont do well in cold places though, so the "spring water" is probaly pre-frozen
