Usually in July/August/September, when the previous year models (although new) need to go to make way for the new stock. For instance, at Toyota, the '07s went out in August, so the '06s were marked down a bit more.

Brand new cars are cheapest in Sept., b/c new model years often start in Oct. So, for this year, they want to get rid of all the '06 models to make room for '07.
Used cars don't really have a cheap time of the year, b/c they're already used.
Another tip, though, is to buy on or near the last day of the month. For insurance and tax purposes, they like to move as much stuff as possible out every month, and might be willing to deal.

Prices depend on the dealer. A dealer doing brisk business will not discount as much as one doing slow business.
But generally, all dealers do slow business during the major holidays (thanksgiving & X-mas). So the best time is end of the year, especially the last weekend and last day of the year. When the new year rolls around, dealers aren't as desperate to sell so the prices go up.

They don't "drop" so that you would notice on the sticker, but car dealers do like to clear out their inventory before the end of the year, so I would say start looking in September - December. After the first of the year is probably too late.

Right about now is the best time. They will generally start to rise again after the New Year. January is still a slow month so there will still be good deals to be had if you're a shrewd negotiator.

Used car prices will go down, but not new car prices. Nobody buys cars in January, so if you're looking for a used car, that's a good month to do it.

The lowest prices on cars are in December. That's when the salespeople are trying to get rid of them. Whatever is left on the lots December 31 is what they have to pay taxes on.

But with gas prices the way they are. Gas guzzlers are being sold for pretty low now.
