i can go to ebay with my name popapeel and pass word but can not buy or sell anything.

If the user name = popapeel, then you have zero feedback and just registered less than 1 month. I did a search on your profile on EBay.
In order to buy something, you must registered with Paypal also (an EBay company). If you buy something, you have to pay with Paypal. If you sell something, you have to pay with Paypal also. You have to registered, and verified your account (both in EBay and Paypal, same user name on both of them), that you are going to use.

Ebay has certain restrictions on what you can and cannot sell. It also prevents people giving things away for free.

...maybe you're on a "mock" site...like you were redirected or something.
I don't like ebay. I like it, but I don't. Too many horror stories about people hackin' in.
You should really ask somone at ebay or something; especially when you have "glitch" on a site that deals with your financial information (pay pal).

I too, am new at ebay. I set up a paypal acct. & bought alot of stuff. You have to bid and check your status on my ebay. good luck!!
