You mean cartoons not animated gifs? There's Blender but its really difficult, you can make 3D animated cartoons. (I can't.) Its free and so's the manual.

There are some basic free animation pograms but I don't have the links here, try Download.com for starters. Hopefully someone else will know.

Theres a couple listed at snapfiles.com, I haven't tried them.
