You don't.
If you were already commissioned you would know that.
You have to apply for the Regular Commission the same way any other "College Graduate" would and you would have to go through the Boards as anyone else would.
ARNG officers do not have the same advantage as Reservists. An Army Reserve Officer can make the transfer if the application is approved which is becoming more and more rare these days. A National Guard Officer is supposed to serve the State in which he enlisted and received his commission.
If you are seeking to become an Officer from the enlisted ranks then go see your Recruiter. They will be able to answer your questions and determine your eligibility. And they will also explain to you that you would not be considered a Regular Army Officer until you have served over 3 years and have attained the Rank of Captain and have been selected for retention.

As an NCO (me) I am surprised you have to ask this here, but oh well. First, speak to an active duty recruiter to get the paper work started, second you have to get realsed from your unit (active recruiter will have the paperwork, possibly the contacts), or see your unit clerk who will intern get your CO's signature. If your unit is schedualed for deployment, good luck getting a release signed, other wise shouldn't be a problem. As for your rank, it will depend on how much active duty and Miitary schooling you have, chances are your going to take a bust if you earned your rank strictly in the Guard. Good news is your PLDC and or BNOC for NCO's and OBC for officersshould transfer over so you'll only need the process of promotion board. Good luck.

First of all -- have you finished your Bachelor's Degree? That is the question that only you can answer ...
Then ... have you applied for/been accepted to the OTC Course? Completed OTC? Received your Commission?
Once all these questions are answered -- you need to talk to your Commanding Officer -- make an appointment with him or her .. and ask for their thoughts on this change ... they will then give you some good insights ... and refer you to those in personnel who can help you with the change (if it is the best for the service (most importantly) and then you).

Are you sure you're an Army officer? Well, I guess they just don't make 'em like they used to. Call your branch manager at Department of the Army in either DC or Alexandria. Get the latest info from them, sir(?!).
