Stretching exercises. Start off slow, then gradually increase the distance you stretch. Works even with the splits. Try them over and over each day. But I do caution--do this slowly and gradually. You will get there, it just take diligence.

The best time to stretch is after a hot shower. Your muscles are warm so they have more elasticity. Also, stretch before and after working out, that will help lengthen your muscles. i used to be on drill team, so another trick we'd use was sitting in the splits all the time (or as close as possible)... while watching t.v., doing homework, etc. If those suggestions don't help, pilates is awesome for flexability.

stretch everyday for at least 10 minutes. every day you will be able to get closer to ure toes or closer to doing the splits good luck x
