how do you achieve the rough look on sheetrock ceilings?

There are a number of styles of texture for ceilings. They are called different things across the country and by different workers. One of the most common looks like a starburst pattern, I call it a stomp finish, is done with a long bristled, round brush that is flattened quickly and repeatedly against the ceiling. You somewhat thin your drywall mud first so that it is like a VERY thick paint (thinner than typical drywall mud) and apply it with a roller one section at a time. Then keeping the stomp brush moist and with mud on it, you precede to stomp the texture on the wet mud already applied to the ceiling. If you start this in a closet (for practice) you'll get the hang of it by the time you need to do the main room area. Make sure you cover your floors and get rid of anything in the room. Take an advil before this too, because your neck WILL be sore from looking up when you're done! Watch for drips and splats on the walls while you're at it. It wipes off easier when it's wet. There is an easier way for the real novice. I'm not sure what they're called, I call them bumpy's which drives my husband crazy, but anyway it's a texturing agent added to the paint and then just painted on the ceiling. It can be bought at any big hardware or lumber store like Home Depot or Lowes.

You can use a brush and make different patterns like the guy earlier said, you can also buy a sprayer and spray the texture on its much faster and you neck will not hurt has much.
