"Best" may not be the right term. It comes down to personal preference and practicality. Some people like the look, cost effectivness and functionabilty or a drop-down or suspended ceiling. Some like the finished look of drywall. I, personally, have only installed about 5 or 6 suspended ceilings in the basements that I have remodeled. (Most of my customers, cost has not been a decisive factor) If you take a little time and relocate some of the shut-offs for water lines, etc., you can add an access panel in that location. I typically relocate any water, drain, heating ducts, wires that would be too low for a normal ceiling height. This is not always possible, but does make for a cleaner look. If you are doing this remodel by yourselves you may want to ask more questions along the way. A smooth finish drywall ceiling is nice and will help with appearance, but it is more difficult to hide any imperfections with that style. Any dips, waves, bulges in the framing or cracks that develope will be obvious. A light texture or knock-down finish will help mask any unevenness in the framing. Good Luck.

Insulation - Not a big requirement if basement is below grade but a vapor barrier behind any wall/paneling is an absolute requirement. Walls/ceilings - Inexpensive paneling over bats would be the fastest and produce the best results. Stay away from dry wall unless it is done by a pro. Floor - I have sheet vinyl in a below grade basement that has been in place for 17 years without a problem. It is available in all patterns and colors and you can even get it to look exactly like ceramic tiles with much less work/expense. Also keep in mind that ceramic tile is not a comfortable surface for sustained standing.

I ,as a contractor agree with Joel....drywall/sheetrock and knock down will be the beat

drywall, with a smooth finish. it will make the room seem bigger and cleaner.
