Because they're too damn lazy to pick up their feet! Glad I'm not the only one pissed of by these people.

Too lazy to lift their feet up or they actually have a medical condition that does not allow them to. If you go to a retirement home you see a lot of the older folks walking this way.

I tend to do this often. Not sure why, normally I'm a lazy person but I don't think that's why I do it. I think it's just because it messes up the heel of my shoes and have a great excuse to go buy more shoes.Or maybe it is because I'm lazy.

This is one of my pet peeves.
I tell one of my teenagers quite often to pick your feet up when you walk. I feel it is a form of laziness. If someone is handicapped and can not help it this is another story...

Can be lack of muscle development caused by driving more than walking. If we do not use our muscles they become weak. If you drive to every place you go and do not include exercise into your daily schedule, your inner leg muscles go first and cause you to shuffle.
