if a friend's son and daughter in law have a baby, but you haven't met them, should a New Baby card go to the grandparent (eg Congratulations you are a granny) or to the parents, even though you don't know them?

Send a card to your friend that you know, with a request to convey your greetings to the son and daughter. Forget the others in the chain.

If you haven't met the parents of the new baby then I def don't think you have to send them anything. But since the grandparents would be your friend, you could just send him/her a card about being a grandparent.

Both. You obviously want to congratulate the new grandparents and by sending a card to the new parents, you will be showing that you want to get to know them better.

I'd send the card to the people you know- the grandparents- and I'm sure they'll forward your congratulations and best wishes to the new mom and dad.
