This is how I make them...
POTATO PANCAKES: Blini's (blynai)
6 Tablespoons flour
1 teaspoon salt
1/4 teaspoon pepper
6 medium sized potatoes, peeled and grated
1 small onion, grated
1 egg, beaten
Sift together flour, salt and pepper into small bowl and set aside. Wash, peel and grate potatoes and onions in large bowl. Stir in beaten egg. Pour dry ingredients into potato mixture and stir well until blended. Spoon mixture into hot oil in skillet and fry until brown and crispy on both sides. Drain on paper towel and serve at once with sour cream.

If you mean the cocktail, it's spelt Bellini. Now you can use google for a good recipe!
Generally it involves putting some kind of sweet fruit puree into the bottom of a champagne flute and topping with champagne.
The commonest (ie. the original) Bellini is made with peach puree, although I have tried mixed berries, strawberry, raspberry and lychee (the nicest and most expensive).

bellinis are simple. blend a couple of peached ( fresh or tinned) add champagne. (peach: champagne 1:3). Serve in chilled glasses
