Who makes the best burgers for under $5 (just the burger)

ME!! Some good ground chuck, salt and pepper or Montreal steak Seasoning, an indentation in the middle of the patty (stops it from getting round and fat) , on a grill, add some cheese and grilled onion, and what could be easier or better!!!

You would have to find a way to get to Omaha, Nebraska. We have two local burger joints here that kick but compared to hardees or in and out burger...or sonic(Sonic is nasty!)
The first place is called Bronco's and the other is a local franchise called Runza. They are awesome tasting real hamburgers for only a few bucks!
Always look to Nebraska if you want the best beef products!!!
P.S. Nationally I would bet on Wendy's. Their burgers are usually better than BK or Mc.Donalds and the other fast food joints too and their chili and frosties rock too!

Nationaly it has to be Burger King!
But I have been to this place in upstate NY called Voss' - they are only open 6 mts out of the year - I could eat 2 or 3 of those things. THEY ARE SO GOOD!

A place called Dominick's, right around the corner. Unfortunately, they're not a chain, so unless you live around here you're out of luck.
