We've only been dating for a short time, but I really like her, and she really likes me, and it looks like it will last. I don't expect the "I love you" to come to soon, but sooner than later. My last girlfriend, I told her after about a month, which felt a bit too soon.
How soon is too soon?

P.S: Sometimes I hear it should be after sex, but I'm not sexually active, and I don't intend for that to change for some time.

when you feel the time is right say it, from past experinces dont say it during sex as it seems like you are only saying it because you are caught up in the moment. i think the most genuine time is when you are not doing anything maybe just watching tv cuddled up or saying good night before you go to bed. whatever you do dont say it just because you feel you have to only say it when you can honest say hand on your heart that you love her. good luck

I think that those three words are used far too freely with not a whole lot of thought sometimes. You need to be absolutely certain of the feelings you are having before telling her. Lust is often confused with love.

That whole sex thing, forget it. Just tell her when you want to tell her. There is no timeframe for telling someone you love them :)
