For a basic outline for you, consider a if civilization CAN grow if it can not function.

All roads once lead to Rome, but who designed and built those roads. Thomas Crapper is (pardon the bad pun) the butt of a lot of jokes but without his design and development a lot of London would have spent a few more years with sitting outside or on cold porcelan bedpans.

The roads to Rome have now been replaced with other methods of travel such as planes and trains, but without those Civil Engineers, there would be no Runways for the planes to land on or bridges for the trains to cross. That would make for a mighty uncomfortable journey for the passengers and would likely put a major hitch in further development of that nation.

Consider the interstate system that was built. That was pure civil engineering and it essentially changed our country. Civil engineers also design the water and wastewater treatment and distribuition systems. Most civil engineering is essentially development.
