Bush will want the troops to stay until "we win the war" (by the way the definition of success is vague and without a reality check)
When the fund is short, military can do one of below things
1) Start to withdraw - most probably combat troop as that's what the public want. But that will put the remaining soldiers in much greater danger
2) Cut Supply - you know what will happen when the troops don't have enough bullets or blood supply
The consequence is, more Iraqis and US soldiers will die and the war will never end.

Hmmmm... are you intense?!... We destroyed the authorities of Iraq and by using international regulation we gained't leave till there's a authorities in position to guard the persons... the genuine concern is.. that an excellent type of the persons in the rustic are of one faith that does no longer note of the rights of a few thing of the persons and visa versa... so it really is demanding to ascertain a democratic authorities... because of this, this is going to take us about 2 generations to regulate the mind-set of the persons there with the intention to note of that persons of all faiths have particular rights, no longer only those of the governing faith... 2 generations.. or about 40 years of toiling in the desolate tract... In fact, that is the most direct and definitive way Congress can influence the issue.
Bush could veto it, but if Congress overrides him it's all over.
Something similar happened in Vietnam, when the Congress violated the US treaty obligations and stopped funding the South Vietnamese government.
Everyone then saw that the US would not back the South, and the government fell soon after, bringing genocide and misery to the whole area.

If congress were to do anything that stupid here is what would
happen:
High ranking officers would resign. Enlistment would stop.
Re enlistments would end. Unemployment would skyrocket to
30 percent or more as companies who are involved in the
production of Military equipment went out of business. Think,
think about this. And yes it is a worse case scenario.
But not one that is to far fetched.

It would almost be like cutting off your nose to spite your face. Cutting the funding would leave our troops in peril in Iraq while Congress and the President play politics.

Theortically, yes. But it would not happen. Congress may want the troops out, but they also know that a complee and full withdrawl at th drop of a hat is not wise nor possible. A steady decline in American presence is the ideal they are hoping for and eventually getting out altogether. But they cannot and will not simply pull everyone out immediatly.

The quickest way to end the war in Iraq is in the hands of a couple of girls. If one of the Bush twins enlisted in the military and didn't tell dad. The war would be over in a day or two.

It is a moot question.
In regards to body armor, that was a 2003 problem. This is 2006 going on 2007. The bigger problem is getting people to wear the stuff, especially putting in their SAPI plates.
