Yes I do believe that she may be trying to get you to notice her and she is rather shy. Not many women like to make the first move, in older generations it is seen as not acceptable and women have had that inbred in to them.If you like this girl, smile back, be the first to say hello and start a conversation. If you do not like this girl, then dont encourage her, keep your eyes away from her and dont give her any reason to think there is hope. Yea its called a crush, girls do it all the time. Try talking to her or just saying hi if you see her in the hallway. It will make her day. If you don't like her just be like why are staring at me stop, you weirdo lol. That may hurt but the truth hurts sometimes.

I think she likes you but is too shy to approach you. Maybe it would be a good idea to just tell her "Hi!" an ice breaker! Then maybe she will be more comfortable approaching you and talking to you! yes I do think she likes you or she would not be looking at u if she didnt. I just think she is too shy to come up to you and tell u maybe u should talk to her sometime and try to be friends with her and see for ureself. good luck
