your car seat's instruction and installation manual should tell you this.
i would venture that if you are using the safety latches in the car, then you don't need the seatbelt too, but i don't know about every car seat out there.

Yes, the tethers are just for added safety because some people put the car seat in with only the seatbelt and it is too loose, so yes use both and make sure they are tight!!

Yes. I believe that no matter what extra equipment you add to a car seat, it always has to have a seatbelt attached to it. If you aren't sure you can check with the local police department, they will tell you. For safety I would suggest you use the seatbelt.

If you have teathers and it a baby seat not a booster, then the only seat belt you will need is the one built into the car seat. you should have instructions to follow.A booster seat you should have both seat belts in use.

I dont believe so. The manual will tell you, But i believe my seat is set up for either the teathers or a seat belt. I dont have to use both.

Yes or LATCH/UAS. The teather anchors the top of the seat the seatbelt or LATCH/UAS anchors the bottom.

A BIG YES!!!! all the teaters do is act as an extra security measure for securing the car seat if you get in a crash you see now without them you can jiggle the seat? well it just helps it stay a little more secure. Please use every precaution when you put your child in that seat if you can double seat belt the thin in do it because you want your little one as safe as possible.
