Neither, both are captives of circumstances. I think it is human nature, greed for money and power.

Historically, the real culprit is not President Bush, but rather the American foreign policy towards the middle east (specially in regards to supporting the Shah of IRAN, the dictators and kings of Arab countries, and the Zionists in Israel).

Osama is an evil man, but America supported him and Talibans against the Soviets during the 1980s. America made him into a terrorist and if you go read/hear what he demands, he basically demanded America stop supporting Saudi Kings and Israel and to take it's troop out of Saudi Arabia and the middle east (btw, US no longer has any substantial number of troops in Saudi Arabia).

DO not get me wrong, OBL is an evil man, he killed a lot of Shias in Afghanistan and Pakistan, and almost attacked Iran; but USA made him into the evil genius he turned out to be while his and Reagen's interests were the same (to fight against USSR). In the long run, he came to realize that the root of all the problems in the middle east is 1) The non-elected fascists rulers of these countries backed by USA, and 2) presence of US troops in the Mideast and support of Israel and abuse of the rights of Middle eastern people.

So all in alI, my answer is that OBL is more responsible for the unrest in that part of the world, but he is a creation of American unfair interventionism in that part of the world (Bush just got the bad name, though he could try to be a bit more fair when it comes to Israel-Palestinian issue).

OBL and the Islamic terrorists. President Bush wasn't messing with anybody until the United States was attacked. Afghanistan could have avoided an attack if they would have coughed up OBL but they hide him and the Taliban got what they had coming. Iraq could have also avoided their problem but for many years they defied the UN, threatened Kuwait again, shot at aircraft patrolling no-fly zones, etc etc. Now the Iraqis are mostly killing themselves and that goes back to centuries worth of a culture that is based on tribal factions and revenge.

There has been huge unrest in Africa for a while. President Bush has had nothing to do with that. Most of that is either due to Islamic expansion or plain out tribal conflict. Look at other places in Asia that are troubled, Bush doesn't have the first thing to do with that. Look at the Phillipines, more Islamic expansion troubles. etc etc etc
