The best solution would be to offer better job opportunities there. It really wouldn't be fair to prohibit highly skilled workers from emigrating or to prevent them from getting jobs elsewhere. They're looking elsewhere because there aren't enough good job opportunities in the islands. If someone could offer them appropriate jobs there, they'd stay. It might be a good opportunity for some entrepreneur to move there and open a new business staffed by locals.

The Caribbean is in desperate need of an economic and even Industrial revolution. They have a tremendous amount of debt owed and anyone looking to be successful will have trouble doing it there, which is why so many leave.

The solution, either eliminate the debt so they can build fresh or focus on getting money from the more developed nations (via tourism and exports) where currency is higher.
