About every 4 to 6 weeks have your hair trimmed, not cut. This will make it grow. Hair is one of those things that just takes time, but there is an upside to leaving it short. There are a number of bands out there that have short hair and short hair is a lot easier to take care of.

if u really want a long hair means:

Shave ur head first and then take much care on ur hairs...apply hair oil regularly

Take care of it daily and then ur hairs will be healthy and strong from the strating itself.

Especially do not color ur hairs

yeah sure i had the same problem try cutting a little of it every month it then regenerates and grows faster. trust me.

plait it and keep taking it out and replaiting every other week and soon it will be long enough. you would need tighter plaits or corn-rolls every time
