Play hard
when he sends you kisses and sexy compliments, ignore and make as if your not interseted. Dont let yourself be someone who can be treated in such a way.
Treat him at school better, give him that knowing smile and that long lingering look if your up to it...
But sometimes guys just say the kisses and sexy words becuz they think its fun, they dont usually mean it. Confront him and say if he's not serious in liking you then he better stop talking like that to you or else you'll report him for harassment or something.
Get sreious and demand clarity from him. Its your right...

I think that this one seems a bit too psychotic, introverted and bashful (and yes, immature). If he's behaving like this, it would probably be better to forget him and seek someone who has his act together.
The post below does have some merit, however, so you might want to be patient with him and continue to give him a chance. I DON'T AGREE, though, that you should take the first step or ask him out first.

Does he have a girlfriend you don't know about? If he is talking to you online then he should be able to talk to you in person unless you are not the only one he is sending love emails too.

he might like you when u guys are alone. but maybe he doesnt want to be seen with you. if he is popular and ur not that popular, that is the reason. he might be embarresed to be seen with you.. maybe he doesnt want his friends to see you b/c they might make fun of you.
