Do you have a small crate for him? If not if I were you I would try to get one for him. Then whenever you bring him in, pick him up and put him in there. I would look up "crate training" on the internet and you should be able to find a lot of good sites to help you.
We were given a chihuahua from a friend of ours.(We were his third home). He would do exactly the same thing except he was over a year old. The first people who had him didn't spend time training him to go outside though. They only trained him to go on those wee wee pads. After he got older he wouldn't use them and would pee on everything and it was impossible to potty train him. I had to give him away and sadly he is now on his 6th home because of this. I said all of that to say try to make sure that you are very diligent in potty training him and that if you do crate train him, do the research to make sure that you are doing it right and not using it as a substitute for taking him out. If you keep it up and set your puppy up on a good routine, he will catch on eventually. I hope you fins a site that helps you and you are able to keep the little guy.

The PUPPY is only 3 months old, you can not expect him to be housetrained already. That is like expecting a child under a year old to know s/he has to go potty on the toilet. This has nothing to do with him being in different environments. Just keep up with taking him out to go potty, get on a schedule. He needs to go out at lesat once every 2 hours until he is housebroken. About 45 minutes to an hour after every meal take him out. Stay outside for 15 minutes, if he doesn't go bring him back in, and put him in a small, enclosed area. Take him back outsdie 15-20 minutes later, repeat until he goes. Crate training is very helpful in housetraining, you should invest in a crate. Never hit your dog, this will cause fear aggression, you don't want that. You also need to get some special cleaning products that will get the scent out of the carpet, such as Nature's Miracle. Make sure you praise as SOON as he goes outside. To get him to pee/poop "in the balcony" take some poo of his and put it out there. Take him out there when it's time to go potty. You can also sop up some of his urine and rub it around out there. Since you got him at such a young age, he didn't learn important things from his mom and littermates. Such as bite inhibition, and "doggy manners". To teach him to stop biting, yelp loudly when he bites and completely ignore him for a few minutes. He needs to realize that when he bites, playing stops. Also, you could try to just replace your hand, or whatever he's biting, with an appropriate toy. Tell him NO when he bites you, then give him something he is allowed to chew on. He's still very young, give him some time. Give the housetraining another month or two, and be CONSISTENT! This is the quickest way to teach him. Good Luck!

My puppy wouldn't house train until I quit going out with her (5 months old). And she wouldn't go out without me and actually get off the porch for about a month after that.

It's hard to say what goes on in their little heads.

I know how annoying that can be. Our dog did it when he was young and fortunatley out grew it. I hope the same happens with you. Ask a Vet about this. Try to be patiant with the little fellow. Good luck.

Awww! The poor little fella just hasn't figured it all out yet. He probably has "happy bladder".

Just be patient with him, keep taking him out and he will get the hang of it.
