Find a seamstress. If they charged $10.00 per hour, I would guess $50 to $75. to make them. This would be a simple sewing job.
It would take 6 yards of the fabric, with at minimal width of 48 inches.
This will allow good hems top, bottom and side hems.
If you want them lined, you will need your choice of lining fabric in the same amount and width.

I know of a small family business ( in Bridlington , North Humberside ) , who make allsorts of fabric etc. items to your own specific requirements. I know they do curtains and other soft furnishings , so I presume if they can get hold of black velvet it shouldn't be a problem .

have you tried department stores they normally have a curtain making service all you need to do is give measurments and select material add on i have just checked john lewis oxford st has a curtain making service look online lohnlewis.co.uk for more details
