I gather from your question that you are looking for a tattoo parlour. You need to look for a great artist and a place that is clean and inspected regularly by the public health department.

As far as where on your body to put the tattoo if you haven't already decided, out of sight of employers is probably best or you will be limiting your job opportunities down the road.
Finally, I hope your Mom was okay with the idea of your getting a tattoo someday. Otherwise, perhaps you should consider some other way to immortalize her. A tree will live a whole lot longer than you or your tattoo in any case. It is something worth considering even if you do get your tattoo. Most place prohibit tattoos on minors, unless they receive a permission form filled out at the parlor by the legal guardian. Is your sister your legal guardian? If not then dont get your hopes us, if she is then be prepared to bring proof of that. Keep in mind that you want to do a little research before sitting down to get a tattoo done, and make sure you like the other examples of their work as well as the cleanliness of the studio.

First of all, Dont llisten to the people saying "Will your mom approve" I think that this is a really sweet thing to do. My dad passed away when i was 4 and im planning on getting a tattoo with his name in it! Its your choice of how you want to remember your mother! I think that on your shoulder blade would be really pretty..My friend has a tattoo in Memory of her Nana, which she was really close to...Hers is on her arm and she says that it helps her.
What ever you decided make sure that its where you want it because you cant move it. Good luck and sorry for your loss

I'm sorry to hear about your mom. I was 15 when my mom passed away. I am 24 now and recently got a tattoo to remember her by. Her nickname in high school was little duck and she really liked rubber ducks or little ducks as do I. So I got a rubber duck on the top of my foot with a pink ribbon around it's neck for breast cancer (her cause of death). I love it! It really didn't hurt as bad as I thought it would. If you decide to go through with this, it is best to place it in an area that is usually covered by clothing. Many employers are adverse to hiring people with visible tatoos and should you later regret this decision, at least you can make it non-visible. I'm sorry about your mom and God bless you.

Im not sure about the legal requirements in the US here you have to be 18 and even then they would like a parent with you. Is this something your mom would have approved of? Im only asking because you will have it for life dont think I am just disapporving Im not you need to be comfortable with it. My kids have them in various places, inside of forearms, lower back and shoulder, the lower back is most painful as in the inside of the ankle. If you go ahead make sure that it can be covered with clothes so you dont disadvantage yourself with future employment.

It is quite likely that you're going to need a legal guardian there with you.
I had my step-dad with me when I was getting my belly button pierced, and we still had to get my mom down there because we didn't have *proof* with us that he was my step-dad.
But the tattoo sounds like a good idea!
