how about a telescope..like a really good one...Or you could get him an aquarium, set it up for him, and get all the fish and everything....might be over 100 though. that's a tough one.
Does he need luggage? or a bag or wallet? Nice Watch or sunglasses?

Something small and meaningful may be your best bet for the guy who has everything...my suggestions would be get him a box set of his favorite musician....if he already has that get him a dvd of his older favorite tv shows....you can find almost any show on dvd on amazon.com or ebay....if that fails what about restoring, enlarging a picture you know he treasures...maybe a picture of you and him or him and his Mom or family....gifts that come from the heart are the best ever and for the picture it can be done pretty cheap...grab the picture and go to walgreens, jewel, etc
Good luck - hope this helps - oh one more thing...that I am using as a gift this yesr...I purchased one of those picture frames that hold mp3's and pictures and basically created a slideshow with music...

Go to your local gardening store there must be somegadgets there that he doesn't have. There are some things for planting, for marking your rows if he has a garden, etc. Good Luck.
