Try Wal-Mart or Petsmart. I'm pretty sure that they have large plastic bins that come with locks (or at least holes to put a lock through).

I'm not sure they make them with locks and it would be quite expensive. Why not use one of those large trash can's with a tight fitting lid instead? If he pops that lid off somehow, and I doubt he/she could, you could put something on top to weight it down.

many pet supply places sell vittles vaults which are fairly dog proof....
THen again I had to add a lock since my guys learned how to unscrew screw on tops
