The meaning would seem to be, always give your very best.
My opinion about it, hm, this is a tough one! On one hand, I'd say it's right. Don't be a lazy slacker, if you can do better, then you should... if you can make an A, don't settle for a B... if you can run faster, jump higher, do so...
On the other hand, we need relaxation too! Over-achievers often do themselves damage, either physically (straining muscles, long-term wear from hard work) or emotionally (stress!).
So no, when I think about it, I don't think I agree with the quote... it's too strong, too absolute. The trick is trying to find the balance, between not being lazy and not getting stressed out. Between taking time for yourself and performing well at school or work. Not an easy thing to do but hey, life isn't easy!

don't stop doing anything until you have the absolute best result. i you finish something and see that you can make it better, take the whole thing apart and do it again until it's absolutely perfect.
(i took this saying to heart a few years ago and all my projects were the best in my class, but always a week or so late)

sounds like someone wants to be a perfectoinist, id say just go with the flow, dont worry about not being the absolute best possible, sounds like a demanding baseball parent to a child who isnt as good as the parent wants them to be.
