Is there anything specific that he means by that; for instance someone held in high regard, known as "wise" in the same way that he often said "literate", or was there a certain definition he attached to it, or what?

For instance, when he says, "Kalamas, whenever you realize by yourselves that these are unwholesome, harmful or are condemned by wise people"... has he got any defenitions? what exactly does he mean when he says that?

Definition of wise man in Buddhism:A person who does not commit unwholesome deeds by thought,speech and action.
Similarly, a fool:A person who performed unwholesome deeds by thought,speech and action.

I'd say it's more of having the power of judging properly as to what is true or right, or just basic knowledge of the ways of the world. Hard to explain. Smart does not always mean wise.

a wise man is a man who is wise. How does one get to be wise? One lives and makes mistakes, but in the course of those mistakes, that person also encounters bits of enlightenment that helps that person to grow and understand the world around them.

A wise man is a man that understands the world around him. How does one understand what one sees? One experiences it in full onslaught and learns more about the world around oneself. One might even discover that one can not change events and actions that are not within one's ability to do so.

A wise man is a man that has mastered the inner peace to understand the world around him and that chasing ideas, concepts and desires beyond the realm of inner influence will go nowhere productive. Understanding how to flow harmoniously with stimuli from outside influences is key to inner peace.

A wise man knows inner peace. A wise man knows enlightenment.
