No, the tunnel boring machines is only design to penetrate through earth to make tunnel, it is not a sharp thing, just like a large spade.

Depends on the machine. I've seen some slice right through steel and others bounce off it.

Yup...Some of the boring machines in my country are tipped with black diamond powder. They have fairly high RPMs and cut through steel....

In addition to the first answer - it also depends on the speed of the machine itself - the one's that did the channel tunnel took MONTHS to do approximately 22 miles (35km)
