You can try observing him and try to find out what makes him bark, for example the postman. Then, let's say the postman comes in the evening. When your dog barks, encourage him by saying "good dog" and "speak" or other desired commands. Keep repeating these commands whenever he barks and he will get used to it and speak whenever you want him too. My friend has a dog who can bark the number of times you want him to, according to hand signal.

There a many different methods to teach a dog to bark on command. Many dogs will bark out of frustration. Hold a toy or a treat where he can reach it and only give it to him when he barks, and then put on the voice command you wish you use.
Another frustration method requires a helper who holds the dog's leash while you run away from him. Once he barks, the helper gives him a treat and puts on the voice command.
If you have a laid back dog, who just doesn't bark in any of those situations (I had one of those), you can try and look for situations where the dogs makes any sound during play. My own dog loved to play with and yip at the vacuum cleaner, so I took out the machine, giving her treats and putting on the voice command for every tiny yip. A noisy 5 minutes later I had a reliable full throated bark.
Personally, I prefer to use the latter method when possible, as the dog will connect the barking with something pleasant and fun.

Train him to it as you would train him to sit! Give the command and as soon as its obeyed he gets a reward! At the same time train him to stop barking with the command quiet! If your dog constantly barks at the door its easy! Let him bark and use the word Speak as he does, Then tell him quiet and reward him the instant he stops!
It is a good thing to train a dog this way as then it will still alert you if someone comes to the house, and warns visitors the dog is there, but they aren't greeted by a barking dog (very offputting or scary to some people) by the time you open the door.

My dog barks or growls on demand. I taught her how to bark by giving her treats. Tell him to speak then you bark etc etc, you have to do that for a while each day, when he does bark or growl make sure you give him a treat to show him he is a good boy. Good luck and let me know how you get on.

I sat in front of my dog with a biscuit, barked at her and then took a tiny bite of it, it took me 2 weeks but she finally equated me barking with getting a treat... because I used to say 'want one' before I did it when she barked it was more like a dual bark and sounded like 'want one'...
Crazy I know, but worked for me..LOL
