the poor dog could be sick. Take it to the vet immediately.
However, a dog that has been on its own for awhile could be terrified with all the changes that have happened, and could conceivably have these symptoms. I've seen scared dogs drool a ton.
A scared dog will often fight and bite.

The dog could have eaten some poison, or it could have rabies. If it has tabies and bites you or someone else then you or another person will have rabies too which is a horrible disease. The best thing you can do it to take it to the vet or call animal contraol and have it picked up ASAP!

Rabies Symptoms
Clinical signs of rabies are quite variable, with a change in behavior being one of them more consistent findings. This behavior change can be as subtle as apprehension, or as extreme as biting in a normally friendly dog. Dogs might chew at the site they were bitten when they became infected, and can even maim themselves.
As the disease progresses dogs may show increased irritability, visciousness, excitability, and eating unusual objects (pica) like wood. These dogs may hide in dark or quiet places, and will bite when provoked. Central nervous system signs like seizures will exhibit, and there may be paralysis prior to death.
A phase of the disease causes paralysis of the muscles in the throat. This leads to excessive drooling and choking sounds due to an inability to swallow, and is the sign most people think of when describing rabies. It is also common for people to think their dog has something stuck in its throat, and cause themselves to be exposed to virus laden saliva when attempting to removed the suspected foreign body.

How old are you?
This dog could be foaming at the mouth which is a sign of rabies.
If a rabid dog bites you you are in for a world of medical pain. Call 911 if this dog is foaming at the mouth.

Call animal control. There is a chance it could have rabies and you wouldn't want to risk being bit. On the chance that it is poison then they can put it out of it's misery. Either way, better safe than sorry.

Don't let him bite you because if he does have rabies you can contract it and its a deadly diease. Call the Aspca so they can get him. Or It could just be scared and if it aint a snail it can make it foam at the mouth.

Take this dog to the vet immediately if you have any compassion for animals whatsoever.
This dog is either seriously injured, sick or has rabies. This is not normal behavior for a dog.

The dog is sick and/or in pain. Take it to the vet ASAP. I don't believe the dog has rabies, this is extremely rare now. But don't let it bite you anyway.

Holy moly ... it could have rabies.
Unlikely, but still!
Dogs get brain problems same as people. That is, it could be ... mentally impaired. Stroke, seizure disorder, brain tumor, intoxication, old age --- confused. I even once met a dog that was diagnosed as psychotic - it was the sweetest creature, until it saw a candy bar ... then it went insane and bit people.
Call animal control and do NOT get bit.
