If he is that shy, you should just be his friend for a while so that he starts to get comfortable around you. You will know when it's time to make the next move.

The shortest answer show interest by hanging around him and talking to him a lot about how you like guys that are like him and how you like some of the things that he does. ask him whether he ate or tell him that you are hungry and just hang around him, go to the gym with him, movies something as friends first and you will see how things will puzzle in together with no problem and this way you will get to know him more personalty, that could be a good start for him to start opening up and then the moves just come along, if you guys know people together then let his friends know that you like him and he will get the news...

I have a good story for you; I met my husband in the Military. to make a long story short im passive aggressive (passive for shy; aggressive b/c i know what i want and i take it whether i look like a buffoon or not). I saw my now husband across the ship and i was like damn i really want to f--- him. well he came to my space (where i worked) and asked him a simple question infront of his friend "do you want to f--- me?" his ears was so red that he was embarrassed to answer however, i found out that he wanted to be w/ me too but he too is passive aggressive (more like passive) that when i made the first move i made him feel really nervous but at the same time he was relieved that I'd like him. well basically it's like this: I approached him and he responded and now almost 7 years of marriage later (been together for nine) im glad that i approached him and not waited. The point is get over your fear of being rejected and just be assertive. if you know what you want go for it, the out come may supprise you!

If you made the first move and he did not respond, he is most likely not interested. No guy is that shy. I would move on.
