but he wasn't serious...he was just horsing around....
and, it was at night, which made him a night-MARE....
but being a horse of a different color, he didn't want to be confused with an A S S....
however, his wife, who was a horse, was a complete nag about the whole thing.

I believe it would be 'Mr. Mayor' or 'Mrs./Ms./Miss Mayor'. Or simply, 'Hizzoner ('his honor') or 'Heronner'. Or their first name if you're on a first name basis, but never in public, that looks like you're a schmoozer.
The Roman Emporer Caligula had appointed a horse as a senator, but I don't think there has ever been a horse elected mayor, so the rules are kinda iffy on this.
