You need ask yourself several things first.
How long have you been dating? Is it a one month anniversary? One year? Ten years?
How serious is your relationship? Do you live together? Have you told her that you love her? Have you met each other's friends and family?
How old are you and how old is she? Are you 16 or 42?
What is your financial situation? Hers? Can she afford whatever she wants? Does she have everything she needs?
What kind of relationship do you have and what kind of girl is she? Is she a tomboy? A girly-girl? A feminist? An average girl? A gamer? An athelete? Do you always take her out or do you go out together?
If you can answer all of those questions, you might figure out what to do and what to get her.
Of course, regardless of the answers, most girls would love to have their guy cook for them. So ask your mother, your grandmother, your brother, anyone close to you who can cook. And learn a kick-@55 meal from them. Some homemade-by-you chocolate cookies would probably also be a hit. Or make a giant cookie, and write something special with the cocolate chips.

I can only speak for myself as a wife and what I would want, but here goes...
I appreciate anything, big or small, as long as some thought went into it. When I buy a gift for my husband, I think about what he loves to do and what he would enjoy. He likes fishing, so I bought him a fishing trip for two. He loves his friends, so I paid for dinner and music and invited a bunch of his friends. He loves me, so I made him a poetry book (that he still has to this day).
Since I put a lot of thought into gifts, I tend to expect the same. I feel loved when the thought is there.
And...it is not just me, my girlfriends love when guys are thoughtful. It really isn't the money, it is the thought that goes into the gift. Hint...stay away from bath soaps and lotions (unless your lady LOVES taking a bath).
Either way, expensive or inexpensive...think about what she loves to do and start from there!

Ask her what she wants and give it to her.
I hate it when people give me things that I don't like or don't want or need.
Flowers and a gift card from the mall is great, but giving her what she wants is better.
