Increased energy prices cause a domino effect on the economy. Apparently they feel like other areas of the economy that haven't been fully affected yet will once the "domino" reaches that area of the economy. So for now the eventual impact is uncertain -like they said.

Businesses don't make huge adjustments to prices of goods and services when there is a gradual increase in the cost of energy, but costs do rise for them and they will eventually HAVE to pass those increases in expense on to the consumer. Because the ability of businesses to absorb those extra costs varies greatly from biz to biz, you won't see massive changes overnight to the price of goods and services. This process of everyone affected by an increase in energy costs finally having to recoup those expenses from the consumer is what is meant by increases not fully "worked their way through".

Energy prices have not been high enough for long enough to have eached all aspects of the economy....Example: stored products have to be spent down before repurchase is necessary! Thus, these economic situations have not been effected thus far by higher energy prices....
