There are different orders of evil spirits. The highest orders are angelic and appear to have their seat of authority in the lower heavens (Compare Daniel 10:13,20; Matthew 25:41; Ephesians 1:20,21; 2:2 and 6:11,12) Demons are a lower order of evil spirit and appear to be earthbound, (Luke 11:24-26). The Bible does not disclose their origin. Some believe them to be disembodied spirits of a pre-Adamic race which was perhaps under the governance of Lucifer and which were judged by God in the rebellion of Lucifer. This cannot be proven. The Bible doesn't tell us where they come from, but it does tell believers how to deal with them. (Mark 16:17)

Satan and a third of heaven were cast down to the earth after he was stupid enough to think the creature could rule the creator. Therefore evil spirits are as old as time. they all stemmed from this foolish group. A few references in the old testament and also Isaiah

Oh please. Giveth me a breaketh. The only evil I see is in the human animal. Everything else God made, he saw it was good. I believe God himself mentioned he screwed up big time by creating man. He supposedly even wiped out the entire human race, except for Noah - I'm not clear if Noah had a wife, but then again, I suppose he must have had a Mrs. Noah stowed somewhere in his ark amidst the animal droppings. You'd think He'd have learned his lesson the first time around.

Evil spirits don't come from God they come from Satan. However when someone is no longer under the grace of God, all protection is stripped away and they are vunerable to attack.
