I'm not quite sure what you mean by warm places, but here's a go.

For warmth, meaning not as cold as elsewhere in Canada, year round I would say the west coast, around Vancouver. It's very much like Seatle in weather.

For hottest spots during summer, there's pretty much everywhere, however if you want the added mugginess of humidity and smog, not to mention the masses of people. Nothing beats Toronto or Montreal. However the winters are a little rougher than on the West Coast.

As for citizenship I don't really know (I was born here, oh lucky me!), but I posted the link below to the Governmental website with the info.

Warm no! But our summers are nice, Americians face the same obstacles everyone else does to become a Canadian. Contact your closest Canadaian consolate

Just Vancouver. Nothing else is very bearable in the winter.

well during the winter it doesn't snow very often in victoria and vancouver, british columbia, and during the summer it's pretty decent everywhere.
